Quang Ninh develops a plan for Central Boulevard and Cua Luc 2 Bridge

The Quang Ninh Provincial People's Committee has assigned relevant agencies to urgently complete the investment plan for the Central Avenue passing through the new administrative area and Cua Luc 2 Bridge, in order to soon report to the competent authorities for consideration of the implementation policy.

According to the plan, Quang Ninh province plans to expand National Highway 279, the section from Bang Bridge to Tinh Yeu Bridge, into Central Avenue. This avenue passes through the area planned as the province's new Administrative Center, with a length of about 10km, serving as an important transportation and urban development axis in the future.

To complete the dossier for submission to competent authorities, the Provincial People's Committee assigns the Project Management Board for Construction Investment in Area I to urgently develop a proposal for the Central Avenue. This includes clarifying the scale of the route, total investment cost, and investment method, ensuring the overall feasibility and efficiency of the project.

Concurrently, the units are requested to review and study external traffic connection plans, ensuring convenient linkage with the Ha Long – Van Don expressway at interchanges such as Dong La, Trai Me, and Viet Hung, while also ensuring synchronized connection with National Highway 18.

In addition to transport infrastructure, Quang Ninh province also directs the assessment of land funds along the Central Avenue to study the arrangement of the Provincial Administrative Center, squares, and the northern urban center of the route. The land fund south of the avenue is oriented towards developing squares associated with cultural, sports, service, tourism activities, and other planned construction items.

Parallel to the Central Avenue, Quang Ninh province is developing an investment plan for Cua Luc 2 Bridge across Cua Luc Bay. Once this bridge is implemented, there will be a total of three bridges across Cua Luc Bay, contributing to the completion of the transportation network and creating urban landscape highlights.

For the Cua Luc 2 Bridge project, the Project Management Board for Construction Investment in Area I is assigned the task of comprehensively researching and evaluating the necessity and investment efficiency, determining the scale, total investment cost, investment form, capital source, and implementation roadmap. Simultaneously, this unit must also propose a solution for the existing issues of the land fund in the Cai Lan Shipbuilding Industrial Cluster (Viet Hung Ward), including the plan to relocate Ha Long Shipbuilding Factory.

The Provincial People's Committee assigned the Department of Construction to preside, in coordination with the Management Board of Investment and Construction Projects Area I, to build a detailed assessment report on technical, artistic, architectural, and landscape solutions, in order to unify the proposed plan for the project.

Based on the synthesis of proposals from relevant units and opinions from departments, sectors, and localities, the Department of Finance was assigned to preside over the completion of the report, submitting it to competent authorities for consideration of the policy to implement the Central Avenue and Bridge Cua Luc 2. In particular, special attention should be paid to assessing the project's impact on adjacent works and projects.

The People's Committee of Quang Ninh Province requested relevant departments, branches, and localities to urgently implement the directives, complete the reports, and send them to the Provincial People's Committee no later than January 25, 2026.
