According to the Quang Ninh Provincial People's Committee, the locality is orienting to chuyển Cai Lan Port from a cargo port to a tourist port; while Con Ong Port and Hon Net are planned to develop into general ports. Concurrently, the province is researching the planning of many infrastructure projects that are important for economic, urban, and coastal space development in the coming time.
Quang Ninh is researching the planning of a new administrative center in Thong Nhat commune; developing infrastructure connecting the Hanoi – Ha Long – Mong Cai railway line with the Van Don special economic zone , the Con Ong – Hon Net port cluster, Yen Tu and Tuan Chau areas. In the road sector, the province continues to research the expansion of National Highway 279 along Cua Luc Bay, the construction of Cua Luc 2 Bridge, and the planning of urban railways and subways with a 50-year vision.

Cai Lan Port is located in Cua Luc Bay, with synchronous infrastructure, capacity to receive large tonnage vessels, and close proximity to Ha Long International Passenger Port , which is considered favorable for conversion to serve tourism. According to the plan, Cua Luc Bay will develop in a multi-polar direction, in harmony with the heritage of Ha Long Bay, while strictly controlling water surface space, protecting the ecosystem, and expanding mangrove forests.
The province also advocates for the relocation of industrial facilities along the bay, including the Ha Long and Thang Long cement plants before 2030, to improve the landscape and ecological environment of the area.
The orientation of converting the function of seaports and developing infrastructure along Cua Luc Bay is assessed to create more momentum for Ha Long's tourism industry, which has seen the formation of many large-scale entertainment and resort complexes in recent years.
In the context of Quang Ninh actively restructuring its coastal space and developing transportation infrastructure, large-scale tourism-service complexes such as those in Bai Chay, Van Don, etc., are expected to benefit from increasingly complete connectivity systems, contributing to enhancing Ha Long's position on the international tourism map.
